This is really a personal choice, but if you wait to buy new recruits with your tickets near the end of the story, they'll be closer to leveling. You'll still have to get them bonuses in the tree, but they'll have all their moves unlocked

I'll put more in the comments, but if you do want to try out GBF, best time to start would be end of the month due to how the "Start Dash" works. Plus Anniversary next month with a Roulette for free Draws. Oh and there's a "Tales of" collab.
